President Muhammadu Buhari has rejected the National Assembly’s endorsement for discount of N488.7 billion to State Governments for undertakings they executed for the benefit of the Federal Government.
Buhari imparted the choice through a letter perused by the President of the Senate, Sen. Bukola Saraki, at whole on Tuesday.
The president said he dismissed the National Assembly’s endorsement since it disregarded the arrangements of the Public Procurement Act, 2007.
He noticed that while the Federal Executive Council (FEC) endorsed a sum of N487.8 billion for the reason, the National Assembly yanked up the figure to N488.7 billion.
He said the sum endorsed by the administrators was N890 million higher than that affirmed by FEC.
Buhari said an audit of the NASS’ endorsement, imparted through a July 27, 2018 letter, additionally uncovered disparities in the quantity of states put together by FEC and those affirmed by the legislators.
He stated, “While FEC affirmed repayment to 25 expresses, the National Assembly endorsed repayment to 21 states.
“The National Assembly did not affirm any repayment to four expresses, that is, Bauchi, Delta, Kogi and Taraba, though FEC endorsed repayment for them.
“Note that the sum endorsed by the National Assembly for repayment to 21 states is higher than the sum affirmed by FEC for repayment to 25 states.”
The president included that the sum endorsed by the legislators for every one of the 21 states was higher than that affirmed by FEC for every one of them, aside from Adamawa, Jigawa, Kano and Niger.
He asked the Senate to take note of that the Public Procurement Act 2007 engages the Bureau of Public Procurement (BPP) to support sellers for contract entireties.

He said the four states (Bauchi, Delta, Kogi and Taraba) barred in the NASS endorsement would not be discounted until their thought by the officials.
