Weeks after Boko Haram’s leader, Abubakar Shekau killed himself during an attack by the Islamic State of West African Province (ISWAP) in northern Nigeria, the group broke its silence on Monday to announce a new leader and a governor to held activities in Borno.

Members of the terrorist group will be collecting N5,000 monthly from traders and farmers, while the fishermen will pay N2,000 per bag of fish among other levies.
