In a shocking and unexpected sequence of events, a viral video has emerged online showing the awful moment when a Ugandan police officer, named as Constable Ivan Wabwiire, fatally shot an Indian moneylender, Uttam Bhandari.
The incident in question, which occurred near Yako Bank at Raja Chambers on Parliamentary Avenue, outraged the nation and triggered a manhunt for the officer responsible.
The Viral Video
The video clearly shows the moment Wabwiire interacted with Bhandari, director of TFS Financial Services. The officer reportedly fired three bullets at Bhandari around 1.30 pm. The footage then captures the chilling moment Wabwiire calmly walked away from the scene, leaving viewers in disbelief and shock.
“A man just walked into a money lender’s office here at Raja chamber, shot an Indian guy dead and he majestically walked out. I just heard bullets next to me. Yes, our office wall is the separator,” read a message shared widely on social media platforms.
The Motive
According to police reports, Wabwiire had previously acquired a loan from TFS in 2020. On the day of the shooting, he had supposedly visited the office to get a quotation, intending to present it to an unidentified bank to buy off his loan. However, what transpired between the two men leading to the fatal shooting remains unclear.
The Aftermath
Wabwiire allegedly arrived and left the scene on a motorcycle. Shortly after the incident, he dropped off his firearm at the Kampala Central police station (CPS) before disappearing.
This trending incident also adds to a recent string of gun violence in the region, coming less than two weeks after the state minister for Labour, Charles Okello Engola, was shot dead by his army bodyguard Pte Wilson Sabiiti.
Moreover, within the same week, popular blogger Ibrahim Tusubira, known online as Isma Olaxess or Jajja Ichuli, was gunned down outside his house in Kyanja, Nakawa Division, in Kampala.

As of now, the Ugandan police are actively hunting for Wabwiire. The public is urged to provide any information that could lead to his capture.
